ISPF-like skeleton routine.
Given a set of variable values on one or more records of a PDS member
and a skeleton job containing variables in another PDS member,
this utility will create a job for each line of values specified, substituting
the corresponding variables in each skeleton job.
Useful if you do not want to set up ISPF skeletons and if you want to keep
all your skeleton jobs and variable values in PDS libraries for later use.
